Special Meeting

March 2, 2009

6:30 p.m.

 

 

Council met in Special Session at the call of Mayor Sulzer pursuant to written notice dated and delivered February 27, 2009, for the purpose of considering five items of legislation described in the Notice, with all nine members present:  Ames, Bonner, Cross, Henderson, Lester, Malone, Patrick, Proehl and Trutschel.  There were 2 media representatives and 8 other visitors present, in addition to Mayor Sulzer, and City Auditor Morrissey.

Pres. Pro Tem Trutschel presided over the meeting, in the absence of Pres. Shoultz.

 

Ord. No. 12-09 appropriating $400.00 to purchase drain cleaning equipment for the Service Department, and declaring an emergency was read for the second time by title only.  Mrs. Henderson moved and Mrs. Ames seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Pro Tem Trutschel declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Pro Tem Trutschel declared Ord. No. 12-09 adopted. 

 

Ord. No. 13-09 authorizing Menard, Inc. to install and operate a temporary traffic signal on N. Bridge Street at the southernmost entrance to its business known as “Menard’s,” and declaring an emergency was read for the second time by title only.  Mrs. Malone moved and Mrs. Patrick seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Pro Tem Trustchel declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Pro Tem Trutschel declared Ord. No. 13-09 adopted.

 

Ord. No. 14-09 appropriating $43,757.00 to purchase salt, and declaring an emergency was read for the first time by title only.  Mrs. Henderson moved and Mrs. Ames seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Pro Tem Trutschel declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Pro Tem Trutschel declared Ord. No. 14-09 adopted.

 

Ord. No. 15-09 consenting to the proposal submitted by the Ohio Department of Transportation to perform lane configuration, minor signal changes and thermo-plastic pavement markings at the intersection of St. Rt. 159 (a.k.a. N. Bridge Street) and Marietta Road, within the municipal corporation limit, authorizing the Mayor to enter into contracts to complete said project, and declaring an emergency was read for the first time by title only.  Mrs. Malone moved and Mrs. Patrick seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Pro Tem Trutschel declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Pro Tem Trutschel declared Ord. No. 15-09 adopted. 

 

Ord. No. 16-09 consenting to the proposal submitted by the Ohio Department of Transportation to widen St. Rt. 104 by adding additional through traffic lanes and a center turn lane within the municipal corporation limit beginning near Church Street and heading north, authorizing the Mayor to enter into contracts to complete said project, and declaring an emergency was read for the first time by title only.  Mrs. Malone moved and Mrs. Patrick seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Pro Tem Trutschel declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Pro Tem Trutschel declared Ord. No. 16-09 adopted.

 

Mrs. Ames moved and Mrs. Lester seconded that the special meeting be adjourned.  All members present voted “yea” and Pres. Pro Tem Trutschel declared the motion adopted.  Adjourned at 6:45 p.m.
