Council Chambers
Special Meeting
January 5, 2009 6:30 p.m.

Council met in Special Session at the call of Mayor Sulzer pursuant to  written notice dated and delivered January 2, 2009, for the purpose of considering one piece of legislation, with the following eight members present:  Ames, Cross, Henderson, Lester, Malone, Patrick, Proehl and Trutschel.  (Mr. Bonner absent.)  There were 2 media representatives and 3 other visitors present, in addition to Mayor Sulzer and City Law Director Eddy. 

Mrs. Henderson moved and Mrs. Malone seconded that Council go into an Executive Session to confer with the City Law Director concerning the status of labor negotiations.  All members present voted “yea” and Pres. Shoultz declared the motion adopted.  Council then met in Executive Session in Judge Street’s Courtroom.

Mrs. Malone moved and Mrs. Lester seconded that Council resume its Special Meeting.  All members present voted “yea” and Pres. Shoultz declared the motion adopted in Council Chambers. 

Res. No. 1-09
rejecting the recommendations of the fact finder in the matter of American Federation State County Municipal Employees, Ohio Council 8, Local 1562 and City of Chillicothe Collective Bargaining Agreement Negotiations issued on December 29, 2008, and declaring an emergency was read for the first time by title only.  Mr. Trutschel moved and Mrs. Ames seconded that the three reading rule be suspended, placing this item on final passage.  All members present voted “yea” and Pres. Shoultz declared the rule suspended.  All members present then voted “yea” on the item itself, and Pres. Shoultz declared Res. No. 1-09 adopted.

Mrs. Malone moved and Mr. Cross seconded that Council excuse the absence of Mr. Bonner.  All members present voted “yea” and Pres. Shoultz declared the motion adopted.

Mrs. Ames moved and Mrs. Patrick seconded that the Special Meeting be adjourned.  All members present voted “yea” and Pres. Shoultz declared the motion adopted.  Adjourned at 6:40 p.m.
